(1) When appointed as postal representative, the following persons will generally be eligible in order.
(a) a person recommended in writing by the Village Development Committee or the Municipality,
(b) A person recommended by a Gazetted Officer of the Government of Nepal,
(c) a teacher of a school under the village development committee or municipality,
(d) Local shopkeepers with permanent business.

(2) Notwithstanding anything written in sub-rule (1), the appointing officer may appoint any of the above persons as postal representatives if he sees fit.
